A San Antonio developer's big plans for 115 acres on the Colorado River got an initial thumbs-up Thursday, with the city council approving on first reading rezoning of two sites near Bolm Road in East Austin.

Kairoi Residential's plans to develop what it's calling the Bolm East and Bolm West tracts, located between U.S. 183 and the northern bank of the Colorado River, include 2,200 multifamily units, a 385-room hotel, 1.5 million square feet of office space, 20,000 square feet of retail, a 127,000-square feet-shopping plaza, 134,000 square feet of restaurant space, a 27,000-square-foot arts theater, an 8,500-square-foot music venue, and a 37,000-square-foot civic center.

On staff and Planning Commission recommendations, the council gave its approval on first reading to Kairoi's request to rezone the two sites from limited industrial use to a planned development area. Buildings of up to 10 stories are would allowed under the new zoning.

The project, which neighbors Bolm District Park, would retain the city water service station between the two tracts and replace an existing asphalt facility and an open industrial area, both owned by construction materials and services company APAC-Texas.
