Austin’s Housing Department has begun work on the second phase of its Seabrook Square project, which will bring new affordable and supportive multifamily housing to the MLK neighborhood in East Austin.
Seabrook Square at 2210 Pershing Drive is the product of a partnership between the Austin Housing Finance Corporation, Integral Care, Capital A Housing, and the NHP Foundation. It’s being developed in two phases. The first, Seabrook Square I, consists of 204 apartments designated for households earning at or below 60 percent of the area median family income. Seabrook Square II will have 60 Continuum of Care units — the phrase "refers to the practice of providing consistent and coordinated health care for a patient over a period of time and across the spectrum of care” consistent with the idea of permanent supportive housing, according to a city press release. All 60 units will be available for rent to households earning at or below 30 percent MFI.
Seabrook Square II will be a five-story, wood-framed, elevator-serviced building that will be designed with dignity and safety in mind for persons who have experienced long-term trauma, violence, and homelessness. The building will have a single point of entry and interior corridors on all levels. Its common areas will include a private courtyard, a community room, a laundry facility, a computer lab, and a food pantry. The site will also be have 24/7 onsite staffing and internal and external security cameras. It’s located one mile from, a clinic that provides primary and mental health care, including support for substance use disorder.
Seabrook Square II will be developed by Capital A Housing and owned and operated by Integral Care, with a 40-year affordability period and a ground lease with AHFC.
While the land where Seabrook resides will continue to be publicly owned, both phases of development have a long-term ground lease with AHFC, according to the press release.
As approved by the Austin Housing Finance Corporation board in February 2024, Seabrook Square II is financed by $1,697,099 million in 2022 General Obligation (GO) Bonds, $10,684,557 million from Travis County, $5,181,161 million from the Downtown Density Bonus Program, and $1,000,000 million in HOME ARPA funding. Additionally, the City of Austin allocated 60 project-based Local Housing Vouchers for the property, dedicating all 60 units to the Austin/Travis County Homelessness Response System.
Construction on Seabrook II is expected to be finished by January 2026, with an anticipated move-in in March 2026.
